REQUIRED TRAININGS
Now that you’re a public official, you must undergo training required by the City and State, and familiarize yourself with policies that govern how Neighborhood Councils and their members may operate. Until you complete the three required trainings on Ethics; Funding; and the Code of Conduct, you will not be able to vote on all agenda items coming before your Council, so it’s a good idea to complete these *before* your new Board is seated.
FUNDING
You cannot vote or make motions on financial matters till you take your Funding training. There are two versions:
- Simple Funding training for general board members – click here to access City Clerk’s Funding Training page.
- Treasurers & Second Signers must take Funding training in person. The session is 3 hours; upcoming workshops will be held across the City and are posted here as they are booked.
CODE OF CONDUCT
All board members must review the Neighborhood Council Code of Conduct policy, and submit a signed statement agreeing to abide by that policy. There are two ways to do this:

ETHICS
Ethics training is required of every public official by the State, and you may not vote on funding issues till you complete it. Certification expires after two years, so if you’re a returning board member, make sure your Ethics training is up to date. Take the training online here. The training takes about 2 hours, so make sure you have time to complete it in one sitting or you will have to start over. When you’re through, email the completion certificate to rosters@neighborhoodempowerment.lacity.gov. Share a copy with whoever keeps your Board’s roster, and keep one for your records.
