Henry Lo manages EmpowerLA’s Personnel Services Division, which handles recruitment and hiring, employee development, workplace culture, conflict resolution, and policy compliance. The most rewarding part of working in personnel is collaborating with outstanding staff to foster a thriving workplace.

Henry’s dedication to civil service began with Los Angeles County’s Department of Public Social Services, where he assisted community members access essential resources such as food, shelter, and medical benefits. He then transitioned to the City of Los Angeles, working in the Personnel Background Investigation Division conducting comprehensive background checks for public safety roles. Now at EmpowerLA, Henry has had the opportunity to work with exceptional staff, community stakeholders, and public leaders.

One of Henry’s most memorable moments at EmpowerLA was during a workshop at the Congress of Neighborhoods when a board member said, “Democracy is when a group of people tackle a problem together, not each other.” He finds this quote to be a great reminder of how much we can accomplish when we listen, support, and work with one another.
